FAKTOR-FAKTOR PENENTUAN TEMPAT PENAMPUNGAN SAMPAH SEMENTARA (TPS) BERDASARKAN ASPIRASI MASYARAKAT DI KECAMATAN SUKOLILO, SURABAYA

Abstract


The enhancement of city makes increasing volume of domestic waste. The consequences is the waste management become more difficult and being a main problem for big cities such as Surabaya. At present, waste management in Surabaya still using end of pipe approach solution, which are consist of  three procedures: (i) collecting, (ii) transferring, and (iii) final disposal. The temporary waste transfer station (TPS) and final waste disposal location (TPA) is very important on the collecting procedure. Transfer station is public facility necesities, but it is becomed a problem for the people if its location is near by their daily activities due to the air pollution and stained. Based on these phenomena, it is needed to formulate the determination factors of waste transfer location based on community aspiration. To achieve those factors, it is needed some identification of factors and indicators which are use to determine location of transfer station based on community aspiration.

There are three analysis methode: (i) descriptive-qualitative, (2) comparative analysis to find out the information added of determination temporary waste transfer station location's factors from publics' participation, (ii) scoring analysis to find out the weight of factors identify each priority factors based on both preferences, and (iii) quadrant analysis to find out the mappings priority factors on both preferences.

The analysis result are: (i) some distances between location of TPS with settlement or public facilities to be exist (ii) integrated between location TPS and recycle waste management, (iii) the location of TPS election will not disturb the fulfill of community needs of natural resources especially on ground water quality. The major priority factors on determination of TPS location in Sukolilo sub district are the demography and physical environment, while the the easy accessibility became the major factor of the main respondent Finally, the lowest priority factors are the utility and appropriate technology. The research result can be use for more detail study to determine parameter factors of TPS location, particularly for Sukolilo sub district and generally for urban area.
