Faktor-Faktor yang Mempengaruhi Transisi Ekonomi Sirkular Dalam Pengelolaan Sampah Rumah Tangga di Kota Surabaya

Abstract


Besarnya timbunan sampah di Kota Surabaya menjadi permasalahan yang perlu dihadapi, sejalan dengan meningkatnya produksi dan konsumsi barang. Konsep ekonomi sirkular diperlukan dalam mengatasi isu pencemaran lingkungan, Transisi dari ekonomi linear menuju ekonomi sirkular berguna untuk mengurangi efek negatif penimbunan sampah. Studi ini menggali bagaimana potensi transisi ekonomi sirkular dari proses pengeloaan sampah di kawasan studi menggunakan pendekatan penelitian kualitatif. Melalui analisis konten dengan beberapa pendekatan yang berkaitan dengan tata kelola persampahan, lingkungan, ekonomi, sosial, dan kebijakan, peneliti melakukan penyusunan wawancara mendalam kepada para pihak-pihak dari berbagai latar belakang yang bersinggungan langsung dengan pengelolaan sampah di Kota Surabaya, baik dari pemerintah, lembaga swadaya, maupun sektor informal yang bergerak di bidang pengelolaan sampah. Hasil penelitian menunjukkan bahwa faktor alur pengelolaan sampah, faktor tata kelola dalam menerapkan kebijakan, dan faktor kesadaran masyarakat memiliki nilai yang signifikan dalam transisi ekonomi sirkular. Selain itu, Penerapan kebijakan pemilahan sampah dan pengangkutan yang terspesifikasi dari  hulu berdasarkan jenis sampah memiliki efek yang besar terhadap peningkatan faktor-faktor tersebut. Penelitian ini telah menjawab bahwa terdapat urgensi yang besar dalam pemilahan dan pengelolaan sampah di tingkat hulu, dengan diterapkannya penerapan kebijakan yang mendorong masyarakat untuk memilah sampah maka dapat tercipta alur pengelolaan yang lebih efektif dan efisien. Studi ini juga menemukan bahwa setiap pemangku kepentingan yang bergerak di bidang pengelolaan sampah memiliki peran signifikan untuk mereduksi sampah, baik melalui pendekatan teknis maupun pendekatan yang bersifat sosial.
