Evaluasi Keseimbangan Pekerjaan dan Hunian (Jobs-housing Balance) Perumahan Bersubsidi di Wilayah Peri-Urban Surabaya

Abstract


Keseimbangan antara pekerjaan dan hunian (Jobs-housing balance) merupakan konsep yang merujuk pada seimbangnya jumlah hunian dan kesempatan kerja dalam suatu wilayah geografis. Perumahan bersubsidi yang cenderung dibangun di wilayah pinggiran kota agar memiliki harga jual yang lebih terjangkau berpotensi mengalami ketidakseimbangan pekerjaan dan hunian. Penduduk perumahan bersubsidi harus mengalami perjalanan yang jauh dan waktu yang lebih lama menuju tempat kerjanya karena lokasi perumahan yang jauh dari pusat kegiatan dan perekonomian. Hal itu dapat berdampak pada penurunan kualitas hidup, kesehatan, maupun lingkungan. Penelitian ini berupaya mengukur dan mengidentifikasi keseimbangan pekerjaan dan hunian di perumahan bersubsidi yang ada di metropolitan Gerbangkertasusila. Pengukuran dilakukan melalui analisis buffer menggunakan Arcmap dan menentukan rasionya berdasarkan Jobs-housing ratio. Hasilnya, di antara tiga perumahan yang termasuk dalam wilayah studi, hanya Perumahan Cerme Indah di Kabupaten Gresik yang mengalami ketidakseimbangan. Sedangkan, Perumahan Grand Kencana Bangil dan Grand Kencana Mojokerto diidentifikasi masih seimbang karena kedekatannya dengan lapangan kerja maupun pusat perekonomian regional di masing-masing wilayah. Hasil ini diharapkan dapat menjadi rekomendasi dalam penyusunan kebijakan perumahan dan transportasi yang terintegrasi dan berkelanjutan.
